The best price I found this week (at a reliable shop) was $709 at Beach Camera. The XTi is really driving the price down! The prices at B&H and Ritz were still $750 and $800.
The standard kit includes the body with one batery, charger, cables, manual, neck strap, and the 18-55mm Canon zoom lens. The only thing you'll need to buy seperately is a memory card.
Please note that the 18-55mm lens is a budget lens. If you're willing to spend extra, get the Rebel XT as a kit with the more expensive 17-85mm lens. This lens costs roughly $510 sold seperately, but it's the best lens you'll find for under a grand.
As a follow-up to the previous answer (what a dipshit), play around with one for a few minutes in a camera shop, and perhaps compare it to a similarly priced Nikon D50/ D70s. The Rebel XT is a small camera – some people love that, others hate it – and the build quality may seem a bit cheap. Even so, it's a great camera and currently the best value for money of any digital SLR… and that's pretty high praise comming from a Nikon shooter!
